Madison is a historic city located in Jefferson County, Indiana, just north of the Ohio River. Bob Courtney is Madison's 37th mayor, and is a native to the area. After attending Madison Consolidated High School, he went on to receive a bachelors degree in finance. Courtney took office in October of 2019, and has been serving our community with excellence since. 

Letter from the Mayor:

"It has been an honor to be your mayor for the City of Madison. My wife, Tammy, and I embarked on this journey together for one reason only and that was to make a difference in our community. 

I grew up on Walnut Street, the son of a truck driver and stay at home mom, the youngest son of six kids with five older sisters. My dad was gone a lot driving a truck, so I spent most of my free time at the Lide White Boys Club. Both of our families worked hard to make ends meet, but it was the work ethic and importance that education has on lives that resonated so firmly in our belief.

While Tammy and I could have lived anywhere after college, Madison has always held our hearts, so we raised our family here and have dedicated our lives to giving back to our community."

City Council

The Madison City Council is composed of seven elected officials. Five are elected by their districts, and two are elected by the population of Madison as a whole. Council members serve four-year terms and have no term limits. The most recent election was in 2023, with terms beginning January 1, 2024.

Clerk Treasurer

The Clerk Treasurer’s Office is committed to excellent customer service for all constituents through accurate record keeping and transparency, innovative technology, and fiscal responsibility.

Duties and Responsibilities: 

The Clerk-Treasurer’s office serves as the fiscal arm of municipal government in accordance with Indiana Code 36-4-10-4.5.

Terms of the Office: In Indiana, the Clerk-Treasurer is elected for a four-year term of office. 

Communications Department

The City of Madison Communications Department works to engage Madison residents by keeping them informed on the important decisions made by their city government. The communications department is responsible for providing timely information to the community and media regarding projects, services, policies, and community events as they relate to the City of Madison. 

The communications department also provides creative services to all internal departments and manages the city's webpage and social media. 

Residents and media members may also find items of interest and breaking news information on the city's Facebook and Instagram pages.

Located on the Ohio River, in Jefferson County, Indiana, as the largest City and County seat, Madison was the earliest incorporated City in the State in 1809. Madison’s National Historic Landmark status, with over 133 blocks on the national historic register, offers its community an authentic place to locate and call home. Our community amenities and natural beauty, unique from other cities, collectively provide unmatched quality of life for our residents and visitors. Because of our location and stimulant business environment, Madison has access to the world through the Ohio River, our city-owned and operated Madison Railroad, and The Madison Regional Airport, in addition to our nearby access to the interstate system.


What we do:

The Office of Economic and Redevelopment is tasked with promoting investment for the City of Madison and Jefferson County through an interlocal agreement with the County Commissioners. The economic team serves and cultivates the growth of our quality of life within our community by enhancing its amenities for attraction of investment. Through business, workforce and community development, we work closely with numerous agencies and nonprofits to craft strategic initiatives for growth and with business, industrial, and education stakeholders to ensure collaboration for workforce development. In addition, we develop strategies with our tourism partners, Visit Madison, Inc., Madison Area Chamber of Commerce, and Madison Main Street organizations, to foster the best environment for Madison to attract, retain and promote further entrepreneurship countywide.

Fire Department

The Madison Fire Department is one of the largest volunteer fire departments in Indiana. It is comprised of six independent fire companies, all operating as parties under one contract with the city.

Our Mission

The Madison Fire Department is committed to providing the highest level of public safety to the citizens of Madison and Jefferson County. We protect lives and property through suppression, rescue services, fire prevention and public education.

The City of Madison is proud of its 220 plus acres of park and recreation facilities, which include an 18-hole golf course, neighborhood parks, tennis courts, a beautiful municipal pool, ball diamonds, football and soccer facilities, a municipal campground, a sports complex, and a city gymnasium.

The Madison Parks and Recreation Department strives to provide essential services, facilities, and programs necessary for the positive development and well being of the community through the usage of the parks, greenways, trails, and other recreational facilities. While working in cooperation with other recreation service providers in the community, we seek to maximize all available resources in a sustainable way. From baseball leagues to swim lessons, a groomed golfing course and riverfront campground - Madison Parks Department has a lot to offer its residents and helps increase the number of green spaces in our area while simultaneously cultivating an active community.

Parks and Recreation Department Master Plan

The City of Madison completed a comprehensive data collection and analysis in conjunction with public surveys, public meetings/input, meetings with staff, and current/former park commissioners to create a 5 year Master Plan for the Parks and Recreation Department. Combining this information with an inventory assessment, demographics study, and trends analysis the city was able to determine its needs moving forward and lay out priorities for 2022-2026.

Planning, Preservation and Design

The mission of the Planning, Preservation, and Design Department is to help create a vibrant city of lasting value by engaging the community through neighborhood revitalization, sustainable land use, long-range planning, historic preservation, and zoning administration. This department reviews and engages the community on development proposals, and supports the Plan Commission, Board of Zoning Appeals, PACE Review Committee, and Historic District Board of Review


Who is in this Department:

Director of Planning

The Director of Planning is responsible for the city's comprehensive planning, assists in development plan review, and administers the city's active P.A.C.E. grant program and Paul Bruhn P.A.C.E. grant program. The Director of Planning also serves as the Floodplain Administrator and Stormwater Supervisor. 


Office Coordinator

The Planning, Preservation, & Design Office Coordinator is responsible for assisting with Contractor Registration and renewals.


Associate Planner

The Associate Planner is responsible for assisting property owners appearing before the Plan Commission and Board of Zoning Appeals, preparing staff reports, and recommending policy changes. 


Building Inspector

The Building Inspector conducts plan reviews, issues building permits, and inspects projects for building code compliance. The Building Inspector also acts as the city's Floodplain Manager.


Code Enforcement Officer

The Code Enforcement Officer is responsible for enforcing city codes not primarily enforced by the Police Department, assisting the Building Inspector with inspections of unsafe structures, and maintaining detailed case files. The Code Enforcement Officer also serves as the MS4 Coordinator. 


Historic Preservationist

The Historic Preservationist is responsible for supporting the Historic District Board of Review, conducting regular site visits to downtown properties, and processing Certificate of Appropriateness (COA) applications.

Police Department

The Madison Police Department employs 35 police officers, two secretaries, and an animal control officer. The department also fields bicycle patrols for civic events. Police protection and law enforcement are provided 24/7.

All Things Streets

The City of Madison Street Department provides a variety of services in overseeing the city’s infrastructure as we strive to make Madison clean, safe and beautiful. The department maintains and repairs streets, alleys, curbs and sidewalks. During the winter months, department staff is responsible for pre-treating, salting or plowing of city streets as weather events dictate. The department also maintains city vehicles and large equipment. Services are provided in part by a crew of inmates from the local Indiana Corrections facility.

Additionally, the street department is responsible for curbside pickup which includes trash, recycling, compost, limbs and furniture.

Utilities Department

The City of Madison utilities department contains three departments: the water department, the wastewater department, and the utility billing office.

Utility Billing Office

The Utility Billing Office is responsible for customer services, including new customers, missing meter lids and new service line connections.  The department also handles turning on/off water utility orders, reading water meters, establishing new services, billing for water, sewer, and trash, collecting payments and arranging for field personnel to visit your property if there is an issue.

Water

The Madison water department is responsible for providing water to approximately 6300 customers in the City of Madison and provides water to the Canaan water department, the Dupont water department and the Ryker’s Ridge water department.  

The Madison Water System consists of seven wells: five located at the west end of downtown and two located at the east end of downtown. There are three elevated water storage tanks: two on the hilltop and one at the top of Hanover hill near the intersection of 56/62. The department also has three in-ground storage tanks: one is located at the east end of Madison behind the Hillside Inn and the other two are located near the northern end of the Madison State Hospital property.


Wastewater

The wastewater system can be broken down into two segments: the wastewater plant and the collections system.

  1. Wastewater Plant- Located at the southwestern end of downtown Madison, this plant is a Class III plant rated to process 3.6 MGD. The city averages about 2 MGD during normal conditions. Once the wastewater is processed, it is discharged into the Ohio River.
  2. Collections System – The collection system is made up of lift stations, manholes, and sewer mains located throughout the city. The manholes are connected via a series of sewer mains of various sizes. The collection system does just what it says, it collects the sewage throughout the city and delivers it to the plant to be treated and disinfected before being returned to the Ohio River.

Our regular business hours are Monday through Friday from 8 AM to 4 PM.

If an emergency arises outside of our regular business office hours concerning your water or sewer utility, please contact 9-1-1.  Convey to the 9-1-1 personnel your issue and make sure to specify whether it is a water or sewer problem.

City Events

The City hosts several events and parades throughout the year including; Movies in the Park, the 4th of July Parade and Fireworks, the Harvest Festival, Light up Merry Madison, and the Very Merry Madison Christmas Parade and Christmas Celebration.  Scroll down to view a short description of each of these events and click the event titles to learn specific event details and more.

Experience A Very Merry Madison Christmas in historic Madison with annual traditions that bring the community together as we usher in the ule-tide season!

The Friday following Thanksgiving, the City of Madison hosts a light-up celebration at the Broadway Fountain to illuminate the city Christmas tree and fountain, and we announce the winner of our holiday Christmas card competition. This is a fun and festive way to kick-start the holiday season.

Happening on the first Saturday in December, A Very Merry Madison Parade registration forms will be available ahead of time on October 31st on the City’s website or in-person at City Hall. The parade route begins at Jefferson & Main Street and continues through Madison’s historic shopping district to Mill Street.

Celebrate Independence Day with the City of Madison and join us for the the Madison Regatta festival, the City of Madison Hometown USA Parade, and the City of Madison Firework Extravaganza. While the festival and races require an admission fee, the parade and fireworks are free to the public for all to join the celebration. The parade begins at 6 PM Friday and the fireworks will show Saturday at 10 PM on Madison's riverfront Regatta week.

The Madison Regatta is an H1 Unlimited hydroplane boat race held annually on Independence Day weekend on the Ohio River.

Each summer and into the fall the city shows free, family friendly movies at Bicentennial Park. Open to the public, all are welcome to come and enjoy the shows! Food Truck Fridays happen in coordination with our Movies in the Park each evening prior to movie showings. Food vendors from our area will be stationed around park.

How movies are selected: Each Spring, the city will post a poll on social media to allow the community to have a voice in which movies are played that year. Movie schedules will be released in April for their respective years.
