THE CITY OF MADISON AND JEFFERSON COUNTY, INDIANA PARTNER TO LAUNCH JCAP PILOT PROGRAM WITH $750,000 BETHANY LEGACY FOUNDATION GRANT

Madison, Indiana (December 3, 2024) – The City of Madison and Jefferson County, Indiana are excited to announce a collaborative effort to combat addiction through the launch of the Jail Chemical Addiction Program (JCAP) Pilot Program, made possible by a $750,000 grant from Bethany Legacy Foundation (BLF) and a co-investment by the city and county. The program is set to launch in the first quarter of 2025, with the first classes beginning in April.

The JCAP Pilot Program is designed to provide incarcerated individuals with the tools, resources, and support necessary to overcome addiction and rebuild their lives. By integrating recovery education, skill development, mental health support and community reintegration services, the program aims to reduce recidivism and create healthier outcomes for individuals and the broader community.

“This program represents a significant step in addressing the root causes of addiction within our community,” said Jason Craney, Executive Director of Jefferson County Court Services. “With the support of the Bethany Legacy Foundation, we are building a pathway to recovery that can help individuals turn their lives around.”

Jefferson County Sheriff Ben Flint emphasized the program's potential impact on the criminal justice system and the lives of those it serves, stating, “Addiction is one of the leading drivers of crime in our community, and the JCAP Pilot Program offers a critical opportunity to break that cycle. By equipping individuals with the tools they need to overcome substance use and make meaningful changes in their lives, we are not only helping them but also improving public safety and strengthening our community.”

“Our focus in 2024 has been to make deep investments to improve mental health in our county. Supporting programs like JCAP aligns squarely with that goal,” said Dora Anim, CEO and President of Bethany Legacy Foundation. “We look forward to seeing the lives transformed through this initiative.”

Mayor Bob Courtney added, “The JCAP Pilot Program is the result of a shared vision between the City of Madison and Jefferson County to create meaningful, long-lasting solutions to addiction. It is more than a recovery initiative—it’s an investment in the future of our community. By addressing addiction at its core, we’re working to create a healthier, safer Jefferson County.”

The $750,000 grant will be disbursed in $250,000 increments over three years (2024–2026). Jefferson County Court Service, with the assistance of the Justice Reinvestment Advisory Council (JRAC), will oversee the program’s implementation, adhering to stringent financial accountability and reporting guidelines to ensure funds are maximized for their intended purpose.
