CITY OF MADISON ANNOUNCES APPOINTMENT OF RICK MUNDT AS CHIEF OF POLICE; RICKY HARRIS AND KYLE CUTSHAW PROMOTED TO MAJOR
Madison, Indiana (December 2, 2025) – Mayor Bob Courtney is pleased to announce the appointment of Rick Mundt as Chief of the Madison Police Department. Chief Mundt has been serving as Interim Chief since October and officially steps into the permanent role following three decades of dedicated service to the City of Madison.
Chief Mundt graduated from Ball State University with a bachelor’s degree in criminal justice/criminology and began his career with the Madison Police Department in July 1995 and brings 30 years of law enforcement experience to the position. Over the course of his career, he has held every rank in the department, from Senior Patrolman to Sergeant, Lieutenant, Captain, and, in January 2024, Major. His service includes time as a crime scene technician, five years as the department’s Operation Pullover Program manager, and his ongoing role as pension secretary since 2015.
From 2009 through early 2024, Chief Mundt also served as a K9 handler, working alongside three police K9 partners over the years. His deep experience, steady leadership, and commitment to community safety have earned him broad respect within the department and across the city.

In addition to Chief Mundt’s appointment, Ricky Harris and Kyle Cutshaw have been promoted to the rank of Major. Both individuals bring extensive experience, strong leadership skills, and a clear commitment to public safety in Madison.
Major Ricky Harris is a lifelong Jefferson County resident. He attended Vincennes University, where he worked as both a Cadet Officer and police dispatcher while earning his associate degree in law enforcement studies. After graduating from Vincennes University in 2006, Harris began his law enforcement career with the Jefferson County Sheriff’s Office and went on to complete the Indiana Law Enforcement Academy, graduating with academic honors in 2007.
Harris has been with the Madison Police Department since 2009. During his time with the department, he served nearly ten years as a K9 handler, rising through the ranks while working alongside his K9 partner, Max, who retired in 2018. Following Max’s retirement, Harris was promoted to Detective Sergeant. Throughout his career, he has worked numerous high-level investigations, including murder, armed robbery, sexual assaults, and child abuse and neglect. Harris is assigned to the Internet Crimes Against Children (ICAC) Task Force, a joint federal and state initiative dedicated to investigating child exploitation. He also serves on the department’s Emergency Response Team.
Major Kyle Cutshaw is a 2010 graduate of Ball State University. Following graduation, he moved to Columbia, South Carolina, where he began his law enforcement career with the South Carolina Department of Probation, Parole, and Pardon Services. He graduated from the South Carolina Criminal Justice Academy in April 2012.
Cutshaw joined the Madison Police Department in 2014. During his tenure, he has served as a patrol officer, member of the Emergency Response Team (ERT), and was promoted to detective in August 2018. As a detective, he has handled a wide range of major investigations, including murder, attempted murder, crimes against children, and narcotics cases. Cutshaw is also a current member of the Internet Crimes Against Children Task Force.
“Ricky Harris and Kyle Cutshaw have been strong leaders within our department,” Mayor Courtney said. “Their promotions reflect their hard work, professionalism, and unwavering commitment to serving our community. The two-major structure, unique to Madison, will compliment Chief Mundt’s leadership of the department.”
