Madison's City Council consists of seven members, elected by the voters of the city to terms of four years each. Each of five districts has a representative. There are two members elected at-large.

The City Council meets regularly on the first and third Tuesday of each month at 6:30 p.m. at the Madison City Hall, 101 W. Main Street, in the Council Chambers. Special sessions may also be called and are advertised 48 hours in advance. The City Hall is accessible to the handicapped.

"Serving the people of Madison as their mayor is one of the most satisfying things I have done in my life. Madison is a very special place and the citizens have made enormous contributions to our quality of life."

Mayor Huntington has served in his position since December of 1995 when he assumed the post after the sitting mayor was elected to State office. He had served the City for seven years as 4th District Councilman. He has since been elected three times. Mayor Huntington has long claimed Madison as his home, having grown up here and attended local schools. He received a business degree from Indiana University and served in corporate sales until returning to Madison with his wife, Connie, and daughters, Erin and Brooke, to open his own business. In 1999, Mayor Huntington was recognized by the community as the Community Service Award winner for his participation in and many contributions to the local community, before and during his political career.

Beverly Armstrong has served as Clerk-Treasurer of the City of Madison since 1992. During that time, she has earned the respect of all as a hard working and honest public official. She is the mother of four children and four grandchildren. She and her husband, Bob, are lifelong residents of Madison's Historic District. She has served as an active member of the Indiana League of Municipal Clerks and Treasurers, and has received Statewide recognition for her efforts.


Bob Schoenstein, Council District 1

"I consider it a great privilege to serve the people of the First District. It is important to weigh the information presented to us on the Common Council and make the right decisions for all the citizens of Madison."

Bob Schoenstein serves not only as Councilman First District but also as a firefighter with Volunteer Fire Company Number 4 for nearly 40 years. He has been a banker since 1967 and currently serves as loan officer for River Valley Financial Bank. He is a lifelong resident of the Walnut Street neighborhood. Bob and his wife, Pam, have three children and a fine grandchild.


Bob May, Council District 2

1994 - Dec 2007
"I enjoy helping solve city problems, but the most rewarding aspect of serving is being able to assist the citizens with some of the problems they have encountered."

Bob has served the City as a member of the Common Council since 1994 when he was appointed to fill the term of another. He's no stranger to city government, having served as councilman also from 1968-1972. He and his wife, Roberta (a friendly voice of dispatch at the Madison Police Department) have two daughters and three grandchildren. Bob can be found at his barbershop "Hair World" almost every day where he keeps tabs on all the goings on in Madison.


Mary K. Dwyer, Council District 3

"I consider serving on the City Council a sincere honor and privilege. I offer my 100% commitment to work hard for the citizens of Madison."

Mary is the third oldest child of Jack and Barbara Dwyer. She is a native Madisonian. She graduated from MCHS and attended Ball State University where she earned both her undergraduate and graduate degree in elementary education. She has taught for 24 years, the last 20 of which have been in the Madison School system at Eggleston Elementary. Mary has always been interested in public service and sees this as an opportunity to honor what her parents have taught her: to leave things a little better than you find them. She also hopes to make a positive impression on the students and encourage them through action and deed to be involved in their community.


Jim Lee, Council District 4

"I find that serving the public as a city councilman is equally rewarding and challenging as my 37 years as teacher, coach, and administrator at three outstanding high schools in Indiana."

Although Jim Lee wasn't born here in Madison, he got here as fast as he could. A graduate of Hanover College and Indiana University and a Korean War veteran, Jim retired after having served in Hoosier secondary schools for many years. He was first elected in 1999 and is currently serving as a member of the Board of Public Works and as President of the Common Council. He is married and has seven children and eleven grandchildren.


Don Joslin, Council District 5

"I feel honored that the people in the 5th District have supported me for six consecutive terms on the City Council. I am proud to be a Madisonian."

Don Joslin has lived in Madison for over 45 years and has been a member of the Common Council since 1980. For many years he served as the President of the Council and as a member of the Board of Public Works. He is retired from the wholesale fruit business. Don and his wife, Marlene, are the parents of two children and four grandchildren.


David Adams, Councilman-at-Large

"I'm happy to have the opportunity to serve the citizens of Madison as councilman-at-large. We have a great city! I'm grateful for the trust shown to me by the people of Madison to help shape our future."

Dave is a safety consultant and has been active as a safety and environmental manager in local industries. He is a veteran of the U.S. Army and an active member of the Madison Presbyterian Church. He and his wife, Kay Lou, have lived in Madison since 1977 and their son and daughter are graduates of Madison High School. Dave has long been active in community activities, particularly those centered around youth, Main Street, and recycling.


David Carlow, Councilman-at-Large

"Serving the City in my various roles has given me a deep sense of satisfaction. I'm proud to serve our citizens as a government official and as a firefighter."

Dave Carlow is a busy fellow. He serves not only as a councilman-at-large, but also as a valued member of the City Plan Commission. He and his wife, Mary Rose, live in Madison's historic district and are the parents of one son, Wade Norton. He is a member of the First Baptist Church, Union Lodge #2 F. and A.M.. and is a Shriner.
