Mayor Armstrong has served as Mayor of Madison since January of 2008. He had served the City for 22 years as a Police Officer. When he retired from MPD he held the position of Detective Captain. Mayor Armstrong is a lifelong resident of Madison. He is a graduate of Shawe Memorial High School. He attended Ball State from 1979-1982 and graduated from the Indiana Law Force Academy in 1986. He served as varsity baseball coach for 13 years for Shawe Memorial High School. Mayor Armstrong also coached for Madison Consolidated High School varsity baseball for 5 years. He is a member of the Prince of Peace Catholic Church, Knights of Columbus, Sons of the American Legion, Fraternal Order of Police and Indiana High School Baseball Coach's Association. He is married to the former Debbie Sparks.

Bob Schoenstein - Council District 1

"I consider it a great privilege to serve the people of the First District. It is important to weigh the information presented to us on the Common Council and make the right decisions for all of the citizens of Madison."

Bob Schoenstein serves not only as Councilman First District but also as a firefighter with Volunteer Fire Company Number 4 for nearly 40 years. He has been a banker since 1967 and currently serves as a loan officer for River Valley Financial Bank. He is a lifelong resident of the Walnut Street neighborhood. Bob and his wife, Pam, have three children and two grandchildren.
 

Rick Berry - President - Council District 2

"Sitting on the Council my first day had to be one of the greatest feelings of my life. What a fantastic City to have the privilege to serve! I welcome your concerns and will do my best to do right by you."

Rick is a lifelong reseident of Madison along with his wife, Anna Laura. He has a daughter, Sarah, who is a graduate of Shawe Memorial High School and Suzanne who attends Madison High School. He is a member of the Prince of Peace Parish, Knights of Columbus Lodge. Rick is a graduate of Shawe Memorial High School and Franklin College. Rick also currently serves on the Police Commission and Tourism Board.

 

Pete Backus Sr. - Council District 3

"I'm a highly motivated individual, who cares deeply for Madison's past and its future."

Pete was born and raised in the third district. He is married to the former Johann Nordyke (also born and raised in the third district) for the past 40 years. He has three children and six grandchildren. Pete is retired from Public Service Indiana at 1993. Pete currently is the Seafood Manager at the Wal-Mart Supercenter in Madison. He is a thirty-five year veteran of the Madison Fire Department #3 which he now serves as President. Pete is involved in the Choice Automobiles of Madison, River Run Car Show. Pete is a former Jaycee and has coached various teams and sports.
 

Jim Lee - Council District 4

"I find that serving the public as a city councilman is equally rewarding and challenging as my 37 years as a teacher, coach and administrator at three outstanding high schools in Indiana."

Although Jim Lee wasn't born in Madison, he has been a resident since 1961. A graduate of Hanover College and Indiana University and a Korean War veteran, Jim retired after a career in Hoosier secondary schools. He was first elected in 1999 and served on the Board of Public Works and Safety for eight years, and as city council president for four years. He is married to Joanne Lee and they have seven children and thirteen grandchildren.

Darrell Henderson - Council District 5

"I would like to thank the people of the 5th District for trusting me whith this office, I hope I can earn your respect and be of service to you."

Darrell is a 1965 graduate of Madison High School and has worked and lived in Madison most of his life , he has worked in the retail automobile business for fourty two years. He has served on the Madison City Plan Commission and the Board of Zoning Appeals for thirteen years.

Darrell and his wife Doris have lived in the 5th district for thirty four years. He is a member of the Madison Kiwanis Club, Sons of the American Legion and the VFW mens auxillary.

Laura Hodges - City Council-At-Large

"I am a fiscal conservative who believes in taking great care in spending taxpayers' money. I want to serve as an advocate for honesty, openness and transparency in city government."

A graduate of Hanover College, she is a board member of the Lide White Memorial Boys and Girls Club and secretary of the Jefferson County Republican Women's Club. She is a member of the executive committee of the Madison Bicentennial Committee. She and her husband, Dan, have three grown children.

Damon Welch - Councilman-At-Large

"I consider it an honor and certainly a privilege to serve the citizens of Madison as City Councilman at Large. I have no agenda but to do my best to make informed decisions that will have an overall positive impact on this great city. Thank you for your confidence."

Damon is a 1971 Graduate of Madison Consolidated High School. He obtained his BBA in 1975 from the University of Kentucky. Damon served in the United States Air Force. He owned and operated Damon's Restaurant for 9 years. He is currently employed in the Hearing Health Industry. Damon also serves on the City Planning Commission. Damon has been married to Ginny (Kelly) Welch for thirty-four years and has 3 wonderful children Gaeli, Kirsty and Collin. He also serves on the Board of Elders for the North Madison Christian Church.
 

Clerk-Treasurer's Office

The office of the Clerk-Treasurer is chiefly responsible for working with the Mayor and department heads to manage the $7 Million budget of the City of Madison. Careful adherence to accepted record-keeping principles and judicious management of funds have earned the City an unprecedented three consecutive years award for 'no-findings' by the Indiana State Board of Accounts auditors.

The office divides its many responsibilities between five full-time employees who manage accounts payable, accounts receivable, payroll, record-keeping, investing, and other financial functions required to run the day to day operations of the City.

Fire Department

One of the largest volunteer fire departments in Indiana, The Madison Fire Department is organizationally unique in that it is comprised of six independent fire companies, all operating as parties under one contract with the City. The first of those companies, Fairplay Fire Co. #1, is the oldest fire company in Indiana, having been established in 1841. Washington Fire Co. # 2 operates out of the oldest active fire station in Indiana which was built in 1848.

Parks and Recreation

The City of Madison is proud of its 220+ acres of park and recreation facilities, which include an 18-hole golf course, neighborhood parks, tennis courts, a beautiful municipal pool, ball diamonds, football/soccer facilities, a municipal campground, a sports complex and a city gymnasium.
 

The Madison Parks and Recreation Department will strive to provide essential services, facilities, and programs necessary for the positive development and well being of the community through the usage of the parks, greenways, trails and other recreational facilities while working in cooperation with other recreation service providers in the community in order to maximize all available resources.

Planning/Building Inspection

The Plan Commission office administers the Zoning Board of Appeals, the Historic District Board of Review, and the Plan Commission. It issues building permits, peforms building inspections, enforces land use ordinances, enforces zoning regulations and nuisance ordinances.

The City of Madison is proud of its managed growth through planning and zoning. The adoption of an ordinance protecting the City's historic district has enabled us to be named a National Landmark Historic District, one of only 11 in the United States, and arguably one of the largest.

The rules which govern the planning and zoning of the community have been updated to mesh more closely with those of Jefferson County and the town of Hanover, which were revised recently. Ordinances may be read online by clicking on the 'City Ordinances' button.

Police Department

The Madison Police Department employs 27 police officers, six civilian dispatchers, 2 secretaries, and an animal control officer. The department also fields bicycle patrols for civic events and conducts the D.A.R.E. program in local schools. Police protection and law enforcement are provided 24/7 365 days a year.
The radio room is a nest of activity, with dispatchers serving as 911 operators, and broadcasting weather and other emergency notification, as well as fielding routine calls to the department.

Community Development and Outreach

The Community Development and Outreach office spearheads various efforts devoted to community development and improvement. Quality of life issues, such as housing, workforce development, recreation improvements, tourism and industrial development, are addressed. The Director works directly with the City's grant administrators, the State of Indiana, and other agencies to develop funding sources for identified projects. The Director is appointed by the Mayor, and often serves as an outreach liaison from the Mayor's office.

Department of Public Works

The City of Madison operates its own water and sewer utility, as well as providing comprehensive services through its Street Department. Those services include maintaining over 50 miles of streets, weekly garbage collection, bi-weekly recycling and compost collection, street sweeping, leaf pickup, operation of a transfer station, and snow removal. The department also maintains street lighting, corrects certain storm water drainage issues, maintains city vehicles and large equipment, and replaces sidewalks. The department is served by a crew of inmates from the local Indiana Corrections facility.

Personnel/Purchasing

The City of Madison is an equal opportunity employer, with approximately 100 full- and part-time workers. There are also periodic opportunities for full-time employment in all departments. It is the policy of the City to hire local youth for summer activities in the Parks Department and the Department of Public Works. Applications for employment can be picked up at City Hall, 101 W. Main St.

The City of Madison makes an effort to purchase materials and services locally, within the bounds of fiscal responsibility. Purchases exceeding $75,000 are made through a sealed bidding process. The purchasing manager may seek quotes on items of lesser cost.

In its commitment to the protection of air, water and land resources, the City has established a 'green' purchasing policy, with careful consideration given to those products which have lesser negative impact on the environment.

Economic Development

Corey Murphy serves as Executive Director of Economic Development Partners, which provides economic development services for the City of Madison, Town of Hanover and Jefferson County. Murphy is a magna cum laude graduate of the University of Evansville. He has successfully completed the Indiana Economic Development Course at Ball State University and is a graduate of the University of Oklahoma's Economic Development Institute. Murphy serves as a board member for the Indiana Economic Development Association and is a member of the International Economic Development Council.  He resides in Hanover with his wife Nicole and their two sons.
